What New York actually allows
This is one of the most commonly misreported rules in the region, so here is the state's own framing. OCM's medical program FAQ states that visitors may purchase medical cannabis in New York provided they present proof of a certification, registration, or the equivalent for their state, together with a valid government-issued photo identification.
It also advises contacting the registered organization before you travel to confirm requirements, because facilities set their own verification practices within the state's rules. That call takes two minutes and is worth making.
Nothing about this makes New York a place to stock up. It makes New York a place where a certified visitor is not stranded.
The part people get wrong: what you cannot do
Recognition at the counter is not permission to travel with what you bought. Cannabis purchased legally in New York may not be carried across a state line. OCM states directly that medical cannabis products, and home-cultivation plants, may not be transported outside of New York State.
That applies in both directions and regardless of channel. It applies to a certified patient with paperwork from another state, it applies to an adult-use purchase, and it applies whether you drive, take a train, or ask someone else to carry it.

If you are visiting Westchester and hold an out-of-state certification

For adult-use shopping, you do not need any of that. Any adult 21 or older with a valid government-issued photo ID can shop New York's adult-use channel, including visitors. Out-of-state and foreign IDs are ordinary here.
